Most of my reading suggests that a laptop would be covered, but I’m unsure if headphones would be considered a “peripheral device”?

FYI, the link you provided to the UCLA COA (https://financialaid.ucla.edu/how-aid-works/cost-of-attendance) does not refer to $9,800. Should be $18.609 for 2024-2025?

No, that is not a qualifying expense. For K-12 education, only tuition at a school up to $10,000 per year is allowed.
